(1) The Government of Nepal, the State Government and the local level shall conduct employment programs necessary to provide minimum employment to unemployed persons after the commencement of this Act. Priority should be given to the families of missing persons.
(3) Other arrangements related to the operation of the program as per sub-section (1) shall be as prescribed.
